2007 China IP Culture Forum opens in Beijing

On December 20, 2007 China Intellectual Property Culture Forum opened in Beijing. Vice Commissioner of the State Intellectual Property Office Lin Binghui attended the opening ceremony and delivered a keynote speech.

Lin said, effective measures have to be adopted to foster and develop IP culture adapt to time progress and create favorable cultural atmosphere for implementing IP strategy and constructing an innovation-oriented country.

The opening ceremony was presided over by Gan Shaoning, Director of the General Affairs Office of the SIPO.



Lin pointed out that in accordance with the deployment of the CPC Central Committee and the State Council, the national IP strategy will be promulgated and implemented next year, which indicates that China's IP work has entered into a new stage.

Culture is the basis for system and mechanism. The history of China's IP system is short; therefore, cultural sediments of IP awareness and concept are lacked. China has to employ effective measures to foster and develop a healthy and positive IP culture that complies with time progress and create favorable social environment and cultural atmosphere for the implementation of the national IP strategy and the construction of an innovation-oriented country.

In addition, Lin expressed that the World Intellectual Property Organization first put forward the idea of building up IP culture in 2003 and put it on the top agenda of the WIPO.

In 2004, the international symposium on "establishment and dissemination of IP culture" was convened in Tokyo, Japan and the Tokyo Declaration with IP culture as its theme was issued.

In recent years, Chinese experts in IP field began to research on the IP culture and this is the first time that China holds a thematic forum on IP culture.

The Forum, sponsored by the SIPO and organized by the IP Publishing House is an important activity of 2007 China IP Culture Year.

Over 140 representatives from the SIPO, local IP offices, IP Publishing House, etc. took part in the Forum. [Chinese version is available on SIPO.gov.cn]
