Since the 18th National Congress of the Communist Party of China, the Party Central Committee has placed great emphasis on intellectual property (IP), including copyright. It has issued the Outline of the Intellectual Property Powerhouse Construction (2021–2035) and Opinions on Strengthening Intellectual Property Protection, among others, making a series of major policy decisions and arrangements to strengthen copyright protection. To implement these decisions and arrangements, and to present the work on copyright to the public and foster a favorable atmosphere that respects innovation and copyright, the National Copyright Administration of China has organized the preparation of the China Copyright Protection and Development (2025) in both Chinese and English. This report mainly covers four aspects:

1. Copyright Legal System: A summary of the formulation and revision of the Copyright Law, its supporting administrative regulations, departmental rules, normative documents, local regulations, copyright policies, and judicial interpretations.

2. Copyright Protection and Regulation: A summary of the work of copyright authorities and cultural law enforcement departments in copyright protection and regulation, including law enforcement in key areas, copyright protection in new business sectors, and the promotion of using legal software.

3. Copyright Services and Industrial Development: A summary of the work of copyright authorities, copyright collective management organizations, and other institutions in promoting copyright registration, collective management, and copyright transactions, as well as the development of the copyright industry.

4. International Copyright Exchange and Cooperation: A summary of the participation of copyright authorities, industry associations, enterprises and institutions, among others, in international copyright-related negotiations, efforts to facilitate the conclusion of relevant international treaties, and the enhancement of overseas rights protection cooperation.
